Berea, KY does nearly everything Paul talks about including Self-sustainability, free college based on community service, privatized welfare for the needy, etc etc and these places are all over the country as I've been there myself and they're awesome so don't tell me it's fairytale. Now there is a place in New Mexico that is completely off the grid but they aren't recognized as an "official" town. You're naive to think that an official city/town can go totally without federal funding of some sort. I've been to Berea and until you go and experience it yourself or study these communities, your argument is invalid.
