Try looking for a copy of 'The Master's Touch', a tutor written by Seamus Ennis. However, with any sort of bagpipe, you should actively look for a teacher. This isn't an instrument you can teach yourself how to play.

I'd also recommend w w w. uilleann obsession. com. This website is run by Patrick D'arcy, who gives webcam lessons in case there isn't anyone near where you live.
