When I read Japanese dictionaries, the フ letter is always romanized and pronounced at "fu" and i think that correct is ha hi fu he ho. But in IME input system when you type fu or hu it'll make the same letter.

Chinese is spoken in China, Japanese is spoken in Japan...well there's alot of differences really, originally Japanese characters came from Chinese or so i remember being told. But the sound of Chinese is very different to Japanese and the way it is structured.
