Yes you can, you can sync their mouth to sound by typing the word into a text bar, or you can manually animate their face.

You can also use Hammer to choreograph the characters so they will do stuff in the game e.g. walk across a room and do an animation, as well as talk.

This is not done with face poser. to make a person's mouth mouth the words and for the sound to come out. You have to use your source tool. After you upload your noice to the thing, you can type the words for the ragdoll/npc to mouth the words. then you keep going. its a little complicated.
