There is no definition of what a "monster" block is, but you can say that popular culture may consider it as denying the attacker in such a way it embarrasses them for their futile effort. The focus of the phrase isn't only on technical merit, which this video is showing. To prove this point, it wouldn't be ideal to show a group of volleyball students what a MONSTER block or spike would be, but this video would work just fine.
