no you can find it near the screamer in hove beach if you drive from the screamer to the save house in Hove Beach the 3rd side street at the end

@Jizonelos dude, I cant find it! I looked for half an hour straight, went to the old safehouse in hovebeach (the one that was burned) and looked for a screamer. (I assume you mean the guy that just stands there and yells random shit). Help? Like, could you possibly take a screen shot of the map where it is?

you drive down the street where the old save house is and then when you on the beach main street are you turn left to drive into direction of MR faustins mansion

but u turn the first road you see left in

then you drive it down and there will be that go-kart centre :)
