I guess they're not allowed to speak in english meaning they can't speak full sentences in english. Lots of english words has being used in japanese, though, with proper phonetical adjustments (as DOA for DOOR, or TORAKKU for TRUCK).

But when singers have full sentences in english in their lyrics, it wouldn't count, since you can see that a lot
