Just the Windows Sidebar. Comes with Vista :)

How did you make the wallpaper sit so far in th back to make it look 3-d? Is there a program you used to make the wallpaper reflect off the floor and everything appear to be floating?

That's actually just how the wallpaper looks - no program was used to make it look 3D or reflect ;).
