If its before their civilization then why are they trying to make mechanical body parts out of bone, or wood or whatever. The cell "pre-release" parts were used to make the special enemy cells in cell stage (if you notice the cells have different forms of cilia and spike/proboscis. Flora was just an editor never finished and implemented fully into the game, as you said.
