the problem with perpetual energy(not saying its shown in this vid)is that the force generated is the exact amount used to keep the mechanism perpetualy moving so yes you generate force no you cant generate energy
This is not a kind of perpetual machine, the wheel is turned by a virtual motor connected to its axle. The balls actually don't pop up at the top, they try to pop out a bit earlier than they reach the top, but the semi circular rod at the left side of the wheel disable them fall down. The slope at the holes which enables the balls fall down into the holes, makes them pop out at the top, though the slopes' turn downhill at the top.
