seems to me like a bankswitching problem. in every 2nd frame the startup message is displayed correct and in the other frame it is shown in different chars. also the timing could be incorrect due to scrolling picture.
Try changing the oscillator or VIC chip if possible.
This looks like a Vic 20 demo without music ;)
