I always wondered, does blue mean like sad? I think very few Spanish woman actually have blue eyes.

Yes "Blue Spanish Eyes" does mean sad. The lyrics say "Tear drops are falling from your Spanish eyes". So it is obviously sad.

It is a fact that the title can be misunderstood. However there are millions of Spanish people who have blue or green eyes. Specially in the north of Spain, called Cantabric Coast, because some centuries ago, Celtic people came to visit this country.
