@negolus literally take over all their minds, for one he was telepathically speaking to people galaxies and light years away from earth(without cerebro) wich is literally retarded in a sense, and two he was putting up psyonich barriers in a different demension around nightcrawler. so xavior has the power to take over a planets thoughts without cerebro it just takes him longer and their is no psyonic powerful enough on DC that could block him out.
