@Samantha128281 The original reason is unknown. But over time Balto's feelings for Kiara just disappeared, and he didn't know how to tell her how he felt. So he came off, as you put it, a dick, and let her know the hard way.

Poor Kiara....GOOD STORYLINE. It kind of bothered me how Kovu had Simba's voice every once in awhile but it helped the story in stead of just saying it all yerself or making us guess. XD
