You also see Luis in "The Lost and Damned". Not only at the only at the museum, but when the bikers go to the docks and watch the exchange of the diamonds. Luis is there as well.

Plus, once the dealers are onto you, you as Johnny drive one way and kill the people for the diamonds. My guess is that, if you play as Luis, you drive the other way and get rid of the bikers following you.

Or I could be completely wrong and wasting my time wondering over this...oh well!

That's really Isaac Roth from the Jewish Mob. He got killed by Niko in the majestic hotel a few missions after Museum Piece. But there is no 3rd or 4th DLC coming out. There are only going to be 2 episodes, and Microsoft paid $50 million total to make them 360-exclusive. If there were going to be more, it would likely be add-ons, like additional guns or something like that.
