mine is tapping too but unfortunately the valve spring cant be adjust it's stuck dead, to i went to local junk store get it replace whole arm and now it's working fine .
I had the equivalent Mazda 323SS for about six years. Traded it in with about 120,000km on it - tappets never gave me any problem. I'd say keep adjusting them up an eighth of a turn each until they're quiet, but I'm no motor mechanic.
This was a high-compression engine. If you're running on premium unleaded, are you using a valve seat protectant, or don't you need to?

Have you tried removing the rocker bar?
The rockers will have indents in them from wear thus giving a false reading.
Sand the rockers back using a >180 grit sanding pad but try to keep the radius of the rocker tip.

Sometimes the tappets get worn and in turn the cleareances may feel right but are not. Or your cam could be worn although it doesnt sound like so.
