Well, these arms appeared in this video are introduced as "Silence Weapon" used by enemy guerrillas to assassinate or ambush. without this kind of reason, no need to fight with obsolete crossbow!
The service rifle which JSDF infantries use is Type 89 5.56mm assault rifle.
