I remember this from Cartoon Network in the 90's. It came on a show called "O Canada."

I too haven't seen this in 30 years after seeing it on HBO as a kid.

I would always watch it when I saw it was on and have never forgotten it.

Thanks for posting...this has always been one of my favorites. Funny and sad at the same time - the story and music synch nicely, and the 'blink and you'll miss something' animation keeps things just light enough.
