You can probably catch an 8ft shark with that reel. I have caught a few nurse sharks over 8ft with that reel, but that's not a challenge, just a pain in the butt.
A big tarpon will spool it. Even though it has a lot of drag, you can't use that much drag on a tarpon or you will pull the hook. The 18000 and 20000 are ideal for big tarpon, but you will pay $1000. For your price range, I would recommend a Penn Torque S9, it's the same size as the 20000 Stella and to be honest, I think it's a more durable reel. Also it's $700 and fits your price range. If I had to choose between the Stella and Torque, I would choose the Torque.
shark is bomb...pan fried with just salt....serve with white jasmine fragrance rice.........soy sauce..onions..tomato..table pepper as a garnish....and if your lucky to have some CA-LA-MON-CE....a filipino lime.......u r strait.........

I wouldn't. That's a big reel for a surf rod. I would recommend using a 7-8ft Conventional rod for an LX.
