if you look better in some point it really seems an experimental flight of an F22 RAPTOR (at that time called F22 Lightning) using the TRUST VECTOR CONTROL ENGINE system (search for it on google or youtube, the only 2 aircrafts with this system are F22 and russian Su37).......the shape is almost identical in some point of the video and in 1994 the F22 was still unkown to most people.........consider that first flight simulator of F22 on PC have been realeased around that date...........
