This can happen to anyone if they have a mini-stroke. The left side of the brain which preform reasoning and speech basically shut down. When this happens the right side of the brain takes over and tries to compensate. The person actually think that they are speaking correctly but their not. Ask any 911 operator, they encounter this allot. This is another reason when you call 911 that your address will show up because the caller might not be able to speak.
