What Joker meant is that he doesn't determine what he does based on the consequences. Whether they or good or bad he just does whatever he wants. Whereas schemers are always trying to find the winning solution to their problems. Of course Joker plans...but he doesn't consider consequences nor care about them. It seriously isn't that hard to understand. :P

after the joker says that he's not a schemer, he says "I try to show the schemers how pathetic their attempts to control things really are" thats what he was trying to do, yes he did do some schemeing obviously but he is crazy so that reason or it could just be something that the writers couldnt work around
