@Kdude3196 You have to beat Crocodile in Alabasta on Luffy's Grand Adventure mode, and from that point on you can hold L while selecting Luffy to swap out his Gum Gum Cannon for Gum Gum Storm.

I'd actually love to give it a try myself, but it seems to have been a rather low-key and limited-print release. No word (that I know of, anyway) on any plans to bring over the sequestered, Unlimited Cruise, though.
@joshdevil926 I actually do enjoy both versions of Nami between this and the FUNimation version. I was also rather pleased with Marc Diraison's "Zolo" and Jason Griffith's Usopp. (Which is not to say that I have anything against Chris Sabat's or Sonny Strait's performances, they both do fine jobs in their roles as well.)
Too bad an innumerable assortment of other characters didn't turn out so well under 4Kids's direction, eh? Ah well, the important thing is to look back and be able to laugh.
@YuuGiJoou the 4kids fiasco was inexcusable. Instead of ruining great animes,they could have just as easily made a different label to make more mature dubs(ex: Touchstone pictures is made specifically so Disneycan also distribute more mature films thain their average family friendly stuff). 4kids is the very reason the English dub of this show is so far behind in the story right now.
@Jeten98 In order to unlock those characters, you have to play Grand Adventure mode (specifically Chaser and Crocodile's modes for these ones) and bring these characters onto your crew by playing out the story.
Once you've got one of them on board, you need to bring them to Level 15 (and possibly also use their Secret Attack, but I'm not 100% on that part) and win a battle, then they'll be yours for use in other modes!
@Jeten98 I'm not actually sure just yet as to the specific requirements, but as you clear a Grand Adventure mode playthrough, you'll be rated based on your performance. If you clear as many stages and as many bonus conditions as you can, you should have relatively little trouble opening up other captains for the mode.
At the credits for any Grand Adventure, you'll be told your completion rate, and if you don't unlock a new captain, just reload the save and find more stuff to do.

It would've been even cooler if Luffy did what he did in Movie 8 (which summarizes the Alabasta arc), which was punch Crocodile through a TOWER and not just the ground. Though arguably, that would completely break Alabasta's budget, and even Luffy wouldn't want that.

@YuuGiJoou The Marine soldiers here must be very confused, being given random orders to push the barricades around as two high-profile pirates duke it out. It must surely be the work of some...doof who happens to rank pretty high, and there's no shortage of them in the One Piece world's Marines.

If you start from around 5:25, it's very easy to miss, and it took me a while to figure out exactly what happened...Luffy bashes open a treasure chest and a piece of meat pops out. I think he actually even manages to catch it before it hits the ground. Very nice!

@YuuGiJoou No, he got promoted because the World Government wanted to give him and Tashigi credit for the defeat of Sir Crocodile. The Five Elders felt ashamed that some random group of upstart pirates took him out, so they gave the powerful Logia man Smoker and his trusty assistant the credit.
As for him operating in the New World, this was his own personal request. As of now, he still hasn't stopped chasing after Luffy, so I presume he's waiting for Luffy there.
