This was the first sneak peek to the first Bioshock game. The creators made a few changes between this video and the release of the official trailer for it. So yeah, that's Jack, but they added a few things to him. Did anyone notice that the syringe holding the green liquid gave him powers? That was the original design for Eve.

Technically speaking, it could be a prototype version of Jack, before the chains and the sweater. The plasmid needle is different, the girl's eyes don't glow yet. It sounds like Jack's voice actor, at least - but then it sounds almost like it could be the Toasty splicer's voice actor as well. Who knows?

It's not a beginning, it's a prediction of what might happen to the character while playing the game. Mostly it's probably just an old trailer they threw in to make sure tube TV's don't get a burnt image or something. notice how the needle looks different...It was an earlier design phase. Really, don't jump to conclusions, it's not an intro, it's a trailer just to give your console (or computer like me) something to do.
