Any user can now upload their video up to 15 mins. They changed the system and this feature is available for everyone
@wowviewer just wanna add on to that. Anyone who has not yet broken the rules of Youtube and Copyright can upload even longer than 15 minutes. I have videos up to 25 minutes. So the time limit is endless as long as you don't break the rules. Otherwise it's 15 Minutes for a person who does.
