Hey I never knew you posted this comment so sorry I couldnt reply in time! Those bins are called Washout bins, I used to drive for the company that owned them but they sold the company to Burrtec.
The ramps are for cement trucks to drive on them and wash the chute they unload the cement with but they dont drive in.
what were the cross streets? Im trying to picture where this might be
