If theres no technical probels with the car, then the only reason its so slow with that boost is, that this is with the smaller T25 turbo. That could explain why Its not quick with such high boost levels.

Well, it did 0-100km/h in ~4 seconds. It seems to be running at about 2.5bar of boost(36+ PSI), so he most likely eased it to that speed. And it clearly is a Escort Cosworth, you can tell that by looking at the gauges.
