Yes, this would seem to be the case . . . except that every few meters in the filled-up side tunnels, there are "dry walls," walls made of hefty-sized river stones without using mortar or cement of any kind. if you start to dig out a side-tunnel, you will immediately hit one of these walls, usually standing about a meter or more high. then if you continue to dig, you hit another about three meters in. etc. so the fill-in material was brought in by hand.
