yes,he is.but the one we dnt really know about is kondo,since he s goofing around all the time(against gintoki doesnt count,cause they cheated:P).i mean he s dummy n stalker but he is the leader dammitXD

There's barely any scenes in where Kondo really fights, but when he does it's badass.
According to Sorachi, all three are nearly identical, Okita being a shade stronger only in pure skill than the other two.
Hijikata still beat Okita in a real fight though.
