Yes different countries, different regulations. Tourism revenue often surpasses the interest of nature. Odd though as you don't want to harm the source of the revenue...
Sorry for the late reply. There are 2 concerns. Firstly there is a small chance of baterial infection from human form which may be harmfull to the animal. However the greatest concern would be the fact that he/she might get used to human contact and boats and the increased risk of getting hurt by a propellor etc.
