What are the rules to Newaza, more specifically, why do they make you stand back up?

@Ikaruga102 well when one person is winning they'll waste time on the ground, so the refs will call stop if nothing 'productive' happens soon...and other than that for newaza they each try to pin eachother (25sec you get a full point and win) or do an armbar or choke (for eithe of these if the reciever taps out they lose
