Whit or without this new law Ukraine will NEVER be in NATO! Not only because today absolute majority of Ukrainians oppose NATO membership but primarily because any idea of joining NATO would mean split of Ukraine into pieces (e.g. eastern part, Crimea, Subcarpathian Rus...) since at least half of Ukraine will never accept NATO. This split of Ukraine would mean civil war in Ukraine and then Russia would have to intervene to establish peace.

This is a good move, because joining a military bloc is a step toward surrendering independence, which Ukraine has been so keen to uphold.
