Yes, I would agree that our team's a consistent underdog in competitions. Bagging even just the third place is pretty elusive. But it is without a doubt that we're getting better every season. Don't be stupid. The NCC IS a competition that is based on American cheerleading rules. Same goes for the scoring system. (Unlike UAAP, which goes for the "masa" vibe.) You can clearly see the disparity by the fact that UAAP has "audience impact" on its criteria, while the NCC does not. This strict and traditional cheerleading system is trying to penetrate the Philippine culture through NCC with the guidance of none other than Cheerleaders of America (COA)'s very own coach, Joe Jackson.

Joe Jackson flies to the Philippines to run cheerleading camps annually, with the help of fellow coach Elizabeth Kane. They want to influence international cheerleading rules here, and with that, proper/better/more efficient ways of executing stunts, hence the NCC. The judges are separated according to profession. There is a judge for gymnastics, another for stunts, etc, which is how it really should be. In the UAAP, they get representatives from each school as judge, which is pretty stupid.
