That was total improv, but Paul's the type of worker that knows a wrestler's personality, and how to make money. He was probably legit pissed that the mic got cut. The promo was just getting good.

Sure, it was close to the bone and technically VERY on the shoot/breaking kayfabe side, but in a controlled story-advancing sort of way. Punk was getting over as a good guy with his character, so they let him run with it and HHH allowed himself to look like a good guy by wanting to let him. It also allowed them to establish Ace as a heel character. Everybody wins.
