San Andreas is wonderful for things like this. Not all of the action going on is in one's sight. There's really a lot going on that's totally random.

The first time I played through the time, I was at a Zip in San Fierro when a plane crashed right into the building at ground level. Cars exploded all over the place. It was nuts, and totally random.
