THQ Vladimer confirmed that Valerian's dead corps is in the red forest becouse of the some sort of time travel. Meaning he will die in red forest in the future after the blowout in the zone. His kileld by snorks and higly radiation of blowout in the zone.

as far as i know sombody told me that its not a glitch. however how he end up here is a complete mystery. after lowring the red forest bridge i went back to clear sky base for reward and on my way back i checked out that base but FATHER VALERIAN was not there.

Then is he still alive in CoP? So Wolf is supposed to die in SoC?

No, he can live or die its completely depends if his camp gets attacked and he gets killed. Depends entirely on what the A-life system does
As far as I know he isn't in COP, its set in a different area just after SOC, though Nimble makes another appearence.

Wolf died in SoC. You can see his corpse at the army warehouses near the lone stalker camp.
