You can take it from the army base even if Tommy doesn't have a cop uniform yet. Sometimes the soldiers don't shoot at him. All you need is just a little luck.
And one more thing. All 100 hidden packages can be taken even in a new game, when all bridges are still closed. I have shown some ways how can you go on the second island with closed bridges.
@MrBrandon11776 This is not a cheat. Having $999 999 999 is not that hard work as maybe it seems for you. I've passed Vigilante missions level 394, and I got these money. You can pass it with using different vehicles. The easier way for me is with using Hunter.
It's strange cause only Vice City has 2 fully playable FBI Cars - FBI Washington and FBI Rancher.

@MrBrandon11776 I don't know is there, or not a money cheat for PS2. I play Vice City on PC only. There is no money cheat for PC version of the game.
