so water passes through, to pool and erode the earth underneath, creating potential for huge potholes and damage?

This concrete copies the natural process that water takes everyday outside of the paved world. Under the concrete sits 12"-20" of crushed rock so pools and potholes are not an issue. A large amount of research and engineering goes into planning of these processes. Let me know if you have any other questions.
