Most bluegrass and fiddle tunes are in 4/4 time. Some bluegrassers will tap their feet on beats 1 and 3 with fast tempo songs. The advice on this video isn't really applicable as the sock (muted) rhythm shown here is used infrequently in bluegrass plus this guy doesn't address fundamentals at all. There's a DVD by Chris Jones on bluegrass rhythm guitar that is well worth buying.
I guess it depends on the tune's main pulse. Just as there is controversy over whether Miles Davis' All Blues has a 3/4 or 6/8 feel, i guess some bluegrass / country songs can be interpreted with either a 4/4 or 2/4 feel. But that's me
