How fantastic! Russian is a language that was made to be singed in choirs! Another day a Russian monastery choir was in São Paulo. I wished I had the mone and the conditions to attend their concert!
He is the Mayor of Moscow - Mr. Yuri Luzhkov. I guess the name of the concert may give you some clue why he is there and why the cameraman occasionally spots him amongs others. Also, the TV channel which broadcasted the show is owned by the Moscow city govnt., so no surprise.
