This doesn't seem to be too difficult. For every move, three consecutive wheels on the outside turn 1/6 of a turn. Because there are 6 outer wheels, the inner wheel is completely independent of the other wheels. It shouldn't be too hard.

No, the solved state is when all the arrows point in the same direction.
