You should probably explain how packets work and how ISPs analyze the packet traffic through their networks. But I really wonder how important this issue is to ISPs. It seems to me that for the most part ISPs don't care about the traffic itself unless the data contains copyrighted material. I can't even use legitimate torrents to download software because my ISP punishes their customers for using any torrents at all.

I think the issue with that idea is that, say one computer in an organization has a bot installed, the entire organizations connection could potentially be shut down. That wouldn't be affective. It should be a software that is integrated into routers.

Well I agree with the HELP aspect of this, but I also know that customer service with most companies is not up to par, so kicking a user offline or sniffing their traffic may not be such a good idea in my opinion. Now if they had great customer service and can get the person online fast then I think it might be better, but the invasion of privacy to some extent is troublesome. ISPs should give infected users one week to fix their problem. The internet is a big help when trying to delete malware. After that time is up and the problem has not been fixed shut those morons down, because you have to be pretty stupid not to be able to delete the thing after this amount of time. However, the reasons ISPs do not do this is because they can be sued and its just bad for business to deny paying customers your service.
