agreed, but once your combo is started, it is safe... unless you miss your link ofcourse. so the fact that it does more damage could affect the fact that you do it or not, depending on your tolerance on risk.

it also can be used safely at full range only. good for punishing or and insane range poke

recovery on short scissors at a moderate range is safe and if you land it, it scores a knockdown and you can continue mixups from there
