I never had any trouble with Hunters. Shoot once to put them on the ground, shoot again while they're on the ground, and shoot once more as they're getting back up. You also don't have to get so close, the shotgun has a pretty long range on it.

You have to keep shooting while fighting hunters. Don't let them have chances to slash off your head.
