Talk Talk is the most similar, especially on Laughing Stock. If it's down-tempo post-rock you're after, check out the Dirty Three's 1998 album Ocean Songs. But post-rock in general, I'd have to go with Mogwai, Tortoise (personal favorite band), June of 44, Hood, Mono, and Sigur Ros. I can find more, the post-rock scene of the 90s was actually bigger than most people realize.

Oceangiraffe, I totally agree with you, I have played this album everyday for a year or so, but nobody I know can see it for what it really is. I wake up really early in the morning, about 4am, and it used to be a problem, now I look forward to it as I can play Hex in the small hours without interuption.Bliss!

buy this album. it's the best piece of rock ever invented (besides Loveless, and a few Beatles/Joy Division albums).
