The joke with the pepper spray is playing on the joke that Academy cadets are almost assumed rapists because of a few neanderthals that forever scarred the true image of a cadet.

The dentist skit is a joke on how terrible the dental clinic is...

Google "Code of Dishonor: Vanity Fair" and you'll get the joke.They have a new system called "Agenda for Change" as a result of many former cadets and current cadets coming forward. "The Senate and House Armed Services Committees concluded that a serious failure of leadership 'helped create an environment in which sexual assault became a part of life at the Academy.'

The story is pretty well known now.
