Not necessarily. The camera is most likely only recording at 30fps and most subs are tuned to 34ish hertz. It has to do with the standing wave formed by the motion of the cone and the refresh rate of the camera. So you're getting an illusion similar to when you see the rims move in reverse on a car as it tires speed up on a commercial.
