Illegal annexy is a thing to argue about. As long as the president signs the documents of annexy the state of the country automatically become as is written in documents. In 1940 Konstantin Pats was forced to write these documents. It was a forced annexy, but still it is annexy.
None of the Estonian occupations in 1940ies are recognized internationally as an occupation.

First was Soviet occupation (17.06.1940) and illegal annection into Soviet Union in 06.08.1940. Päts was deported to Russia in 30.07.1940. Päts was forced by occupants to sign many documents, but not documents about annection.

occupation of Baltic States is "widely" accepted "de facto" but not "de jure". at least I'm not aware of any country accepting this time as an occupation de jure. ethnic Estonians simply can not accept it emotionally.
