However to answer you Dubai and the whole UAE is very far from being developed it is a whole country under construction it is mostly desert. Cities like New York they are out of land so they build sky scrappers but Dubai build them just to be on the map it is not for any practical use. I mean they don't even have proper power grid and some buildings still work on gas powered generators.

@walkertexasranger33 They are trying to create destinations and encourage the lodging industry to have a versatile economy and not only rely on oil but the problem is that the climate is terrible there specially in the summer so they choose to build and maintain these huge properties that abuse their recourses. It is just a waste of money because these properties can never be self sustained and will always rely on oil money.
