It is a funny thing... Have you measured to check the caps are the same reading? They all deviate, so there's no point in doing a sound test that proves deviation, like so many of them.
The other thing is, that does seem to be a large enough difference to indicate there may be a wiring fault.!? Are you sure the two caps are not being added in parallel in one setting? That would double the effect.
